A KVM (keyboard-video-mouse) switch lets one physical keyboard, mouse and monitor control multiple separate computers, switching between them at the press of a button or hotkey instead of needing a dedicated console for each machine. This ATEN unit is a 16-port HDMI model with USB for keyboard/mouse passthrough — the kind of console consolidation used in a server room, NOC or broadcast/production rack where many machines are stacked in one location but only one desk is needed to manage them all. Both US and EU power cords are included, suggesting it's sold to markets using either plug standard.
