Refillable-tank printers like this are aimed squarely at households and small offices with genuinely regular print volume, where the higher upfront cost of the tank system pays for itself through much cheaper bottled ink refills rather than repeat cartridge purchases - the same value proposition as HP's Smart Tank range, just in the Ink Tank line's more compact, simpler configuration. Wireless connectivity lets it serve a home or small-office network without needing a direct USB tether. As a CPO (certified pre-owned) unit, it has been previously used, then inspected, tested, and refurbished to a working, warrantied condition before resale, offering the refillable-tank running-cost advantage at a lower upfront price than buying new.
