Dual-rank modules pack two independent sets of DRAM chips addressed through the same physical DIMM, which is how Dell reaches 32GB on a UDIMM form factor without moving to registered (RDIMM) memory - it is still an unbuffered module, so it targets the same class of Dell workstation/entry-server platforms as the 16GB single-rank version rather than large multi-socket servers that typically need RDIMM/LRDIMM memory instead.
