A User CAL (as opposed to a Device CAL) is assigned to a named individual and covers that person accessing the server from any device — the right choice for organisations where staff use multiple devices (a desktop, a laptop, a phone) to connect to company file shares, print services, Active Directory or other server roles, since one CAL per person covers all of that person's devices rather than needing a licence per device. This 50-user pack is sized for a small-to-mid-size office deploying or upgrading to Windows Server 2025, and should be matched against the organisation's actual current and near-future headcount of staff who will access the server, since CALs are typically not sold individually below this pack size and under-licensing carries real compliance risk for a business.
